Turkmenistan Approves Procedure for Maintaining National Renewable Energy Cadastre

The Ministry of Energy of Turkmenistan on August 1, 2025, approved a new regulatory document titled “Procedure for Maintaining the State Cadastre of Renewable Energy Sources (RES) and Use of Its Data.” The document outlines the structure, content, and procedures for managing the country’s national database on renewable energy, the SECCA press service reported on Tuesday.

The cadastre will serve as a centralized information system, containing data on both potential and operational sites for renewable energy installations, including their capacity and annual energy output. It will also include information on energy producers, categorized by administrative-territorial units, and detail the types of renewable energy sources in use.

The cadastre aims to assess Turkmenistan’s renewable energy potential, support the development of national and regional programs in the RES sector, provide energy to the population, including in hard-to-reach areas, forecast reductions in pollutant emissions, and attract investment into the industry.

The preparation of the document was supported by the European Union’s “Sustainable Energy Connectivity in Central Asia” (SECCA) project, which provided key recommendations that formed the basis of the new procedure. The cadastre will be maintained in both electronic format on the Ministry’s website and in physical form. The data will be updated regularly and remain publicly accessible, except for information restricted by law.

Earlier in 2025, the Ministry of Energy also approved two additional regulatory documents developed with SECCA’s input: “Ensuring Guaranteed Connection of Renewable Energy Installations to the National Power Grid” and “Safety Regulations for the Operation of Power Facilities.”
