President of Turkmenistan Serdar Berdimuhamedow signed the Law approving a new Civil Code, which will come into force on January 1, 2026. The document establishes the fundamental norms of civil-law relations and will serve as the legal framework for regulation in the country for upcoming years, according to the Neutral Turkmenistan newspaper on Wednesday.
With the introduction of the new Code, all previously adopted laws related to the former Civil Code of Turkmenistan, including those enacted in 1998, 2003, 2007, 2010, 2012, and 2019, will be repealed.
According to the law, the new Code will apply to all legal relations arising after January 1, 2026. In cases where civil-law obligations arose before this date, the provisions of the new Code will only apply to rights and responsibilities that come into effect after its enactment.
For parties involved in existing legal relations, there remains the option to transition to regulation under the new Code by mutual agreement. Previously effective legal acts will continue to be applied until they are harmonized with the new legislation, provided they do not contradict its provisions.
