Turkmenistan, ADB Sign MoU on Development of Arkadag City

The State Committee for the Construction of Arkadag City under the President of Turkmenistan and the Asian Development Bank (ADB) signed a Memorandum of Understanding (MoU) on Saturday in the city of Arkadag. The document aims to strengthen cooperation in the fields of energy, water resources, and urban development through the use of digital solutions and environmentally friendly technologies.

The signing ceremony was attended by the National Leader of the Turkmen people and Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov, as well as Arthur Andrysiak, Head of ADB’s Resident Mission in Turkmenistan, according to official Turkmen state media.

The agreement outlines the implementation of energy- and water-saving solutions, the development of renewable energy sources, the reuse of resources, and the exchange of expertise in infrastructure project implementation.

During the meeting, Berdimuhamedov emphasized the importance of the 2024–2028 Country Partnership Strategy between ADB and Turkmenistan, which focuses on three priority areas: transitioning to a green economy, enhancing competitiveness through diversification and human capital development, and supporting structural reforms.

Berdimuhamedov expressed confidence that the MoU would serve as a solid foundation for advancing joint initiatives in sustainable development and high technologies. He also highlighted the potential establishment of a nursing education center in Arkadag City, as part of ongoing projects supported by the charitable foundation bearing his name.

Andrysiak underscored the significance of ADB’s involvement in projects in Turkmenistan, particularly the innovative Arkadag City. He also noted the 25th anniversary of ADB-Turkmenistan cooperation and proposed organizing a commemorative event.

Turkmenistan’s cooperation with ADB includes completed projects in the energy and railway sectors, along with technical assistance totaling more than $12 million.
