Turkmenistan Expands Powers of Transport Authorities

President of Turkmenistan Serdar Berdimuhamedov has approved amendments to the national Law "On Automobile Transport" to modernize legal regulations in the transport sector and grants broader powers to government agencies overseeing road transportation. The changes are expected to improve regulatory efficiency and support the development of the country’s transport infrastructure, according to Friday's report by Neutral Turkmenistan newspaper.

Under the revised Article 10 of the law, the key regulatory bodies now officially include the Cabinet of Ministers of Turkmenistan, the Transport and Communications Agency under the Cabinet of Ministers, and the state agency Türkmenawtoulaglary.

Under the revised Article 12, the Transport and Communications Agency is now tasked with implementing national policy on road transport, issuing licenses, overseeing transport operations, ensuring vehicle safety, and representing Turkmenistan in international organizations.

A new Article 12¹ outlines the powers of Türkmenawtoulaglary, which is responsible for developing sectoral programs, setting tariffs, issuing route permits, analyzing the transport market, and fostering international cooperation.

Additionally, the law clarifies the procedures for the sale of vehicles owned by state enterprises and institutions.

These changes are aimed at improving the efficiency of the Turkmenistan’s road transport system and enhancing international partnerships in the sector.
