A presidential decree in Türkiye now allows foreigners of Turkic origin to work and practice trades freely in public and private institutions, excluding the armed forces and security services.
Work permits are issued by the Ministry of Labour and Social Security, following professional requirements set by Turkish law and in consultation with the Ministries of Interior and Foreign Affairs.
Permit holders must register with professional associations like Turkish citizens and enjoy all rights except voting and eligibility for office.
The law exempts Turkic foreigners from the citizenship requirement for residence and employment but excludes political rights. Relevant ministries oversee enforcement, with implementation governed by presidential decree.
